Ask any experienced storm water inspector and they’ll tell you that traditional storm water inspection methods are inherently inefficient.  For one thing, they often require inspectors to carry both clipboards with paper forms, GPS, and digital cameras.  Data collected in the field has to then be aggregated in the back office meaning additional time spent manually entering data collected on paper forms, downloading the pictures taken with a camera, etc. just to create a report.  The few storm water applications there are tend to have user interfaces that are hard to read, unintuitive, and require significant training.  This inevitably leads to low user adoption rates, frustration, and confusion; all of which negatively affect data accuracy.  In addition, these applications have an Achilles heel—they rely on a connection to the internet or a cell tower.  If they lose their connection, they lose their ability to work.
